Business Analysis Reports - Budget error checking capability/reporting [Reporting]

Ability to check the entire budget, or subsets of the budget, against a set of business rules and processes to assist in the analysis of the content. This could fulfill part of the checklist actions to make sure that the budget “makes sense.”

Examples
- Error/Warning checking report for the entire plan down to the individual items (consolidated "Error Checking" function)
- Report that checks total planned (entered) Labor $ against what would be the suggested (calculated) Labor $s.

The Delta Check report will be implemented in REEB 2.2 which is scheduled for release in June 2012.

Additional details from discussion with Clara 3/29:

* Delta Check report between calculated labor rates and entered labor rates across the entire plan.
* Report that highlights all plans with negative inputs and negative carry-out values
