Better display and indicators of Plans Checked-out to users

Create an easier way for users to see all of the Workspaces they have checked out to them.

Notify users of all of the Workspaces they have checked out when they navigate from REEB. This prevents users from accidentally keeping a plan open so that others cannot edit it.

Maybe this feature can be added to the Home page such that if the user has any checked out Workspaces they are displayed when the login to the tool. The Workspaces could be organized by Plan in the event that they have Workspaces checked out across multiple Plans.
