Quick Planning or "Sandbox" Mode
Ability to easily/quickly copy an existing plan (Workspace) for sensitivity and trade analysis that is NOT included in the budget submit. Similar to a Decision Package, but also not the same so would need to be classified as something different. Can then be changed to either a "Submit" (included in budget) or "DP" (for consideration).
