Method for viewing all ODC titles and Comments associated with a Summary Level or WBS

Currently ODC titles and comments are only viewable in Edit Workspaces. Cannot view ODC description or Comments associated with a high-level or associated with a WBS.

Create a method such as a function within the Workspaces or a separate Report that allow for ODC titles and comments to be viewed for Summary Levels and WBSs.
