Filter WBSs based on User Access Levels

Users that are mapped to a subset of Levels should not be able to view WBSs that are not included in their mapped Levels as this results in extraneous data and causes confusion.

For example, if I am mapped only to an EIT such as Communication Development then I shouldn't see any WBSs that are not mapped to Communication Development or lower. In PPBE14 this would be 557072.41+ and 583749.41+ only.

The Review Page "Change View" would only display the following WBSs in the drop down:
557072 Range Interface & Control Systems
583749 Command Control, Communication & Range

After changing the View to the WBS View then only the the 557072.41+ and 583749.41+ WBSs should be listed instead of the entire WBSs.
