Desktop Application - Local Version of REEB

May need a capability to work in the database offline (think Google Gears) so that users do not need to always be connected online to do planning.

Rationale:
Often users are working in conference rooms or away from their desks when planning and may not have reliable access to the network. This will allow them to work locally and "sync" to the database later.
