Living Help (Contextual Help Information)

Add contextual "living" help to REEB that provides the user with additional information regarding how to use the application. For example, clicking a (?) near a section or item will provide hints, how-tos, definitions, etc that provide useful information from the user directly on the screen without having to view the entire User Guide.
