Give analyst ability to unmap WBS.

Works better than deleting the edit level and recreating it from scratch.

Analysts initially had the ability to unmap WBSs but data was accidentally being removed since there is no warning or prevention when a WBS has data. This is changing in REEB 3.0 and Analysts will most likely be able to unmap WBSs.
